New ErP & Energy Label Regulation for
Lighting products
2019 年12 月5 日，欧盟**公布了照明产品新ErP 法规（EU）2019/2020 及能效标签法规（EU）
2019/2015。On 5 December, 2019,the European Commission published new Ecodesign regulation（EU）
2019/2020 and energy labelling regulation （EU2019/2015）for lighting products。
2021 年2 月26 日，欧盟官方发布了(EU) 2021/341 和(EU) 2021/340 两条新指令，其中分别针对原指
令(EU) 2019/2020 光源和独立式控制装置生态设计要求和(EU) 2019/2015 光源能效标签要求做了相应
的修正，为新版ERP 发布以来**次重大更新。On February 26, 2021, the European Commission issued two
new directives (EU) 2021/341 and (EU) 2021/340, which respectively address the original directive (EU)
2019/2020 light source and separate control gears ecological design requirements and (EU) The 2019/2015
energy labelling requirements for light sources have been revised accordingly, which is the first major update
since the release of the new version of ERP.
新ErP 法规（EU）2019/2020 要求Ecodesign requirement（EU）2019/2020
产品范围：
Products covered
1) 光源，依赖电工作的产品，旨在发出和/或调节后发出满足以下光学特性的光：
1) Light sources, anelectrically operated product intended to emit and/or be
possibly tuned toemit light with all of the following optical characteristics:
2）独立控制装置

2) Separate controlgear.

3) 含有光源，和/或独立控制装置的产品
3) Light sources andseparate control gears placed on the market in a containing product.
注：如产品中的光源和独立控制装置不能从产品中取出进行验证测试，将产品整体认定为光源。Note:If
a containing product cannot be taken apart for verification of the light source and separate control gear, the
entire containing product is to be considered a light source
新指令(EU) 2021/341 修正New directives (EU) 2021/341 revised
1、新增条款：如果在2021-07-01 之前，市场上未投放相同产品，那么在2021-07-01 至2021-08-31 之间，
满足新版ERP 指令(EU) 2019/2020 要求的产品， 视为满足旧版ERP 指令(EC) No 244/2009 ，
(EC) No 245/2009 及(EU) No 1194/2012 的要求。If no unit belonging to the same model or equivalent models
was placed on the market before 1 July 2021, the units of models placed on the market between 1 July 2021
and 31 August 2021 which comply with the provisions of this regulation shall be considered compliant with
the requirements of Commission Regulations (EC) No 244/2009, (EC) No 245/2009 and (EU) No 1194/2012.’;
2、新增条款：针对已投放市场的产品，对硬件及软件升级做了相应的管控。For the products that have been
placed on the market, the hardware and firmware upgrades have been controlled accordingly.
3、对原有豁免产品进行修正; Revise the original exempted products;
4、对部分产品测试要求做了变更：用于冰箱、洗碗机、洗衣机/洗干一体机、烘干机内的光源，将不再需
要满足ANNEX II 中光通量维持率，存活率的要求；外包装及技术文件内不再需要体现寿命，光通量维持
因数，存活因数等信息。Light sources specifically designed and exclusively marketed for use in products in the
scope of Commission Regulations 2019/2023, 2019/2022, 932/2012 and 2019/2019, shall be exempt from the
requirements regarding lumen maintenance factor and survival factor
5、Annex II 修改如下：Annex II is amended as follows:
修订前：
SVM≤0.4
除了有效光通量大于4klm 的HID，或者用于室外
环境，工业环境或其余环境当光源标准允许显色

修订后：
SVM≤0.9

新能效标签法规（EU）2019/2015 要求New Energy labelling requirement
新标签的实施日期是2021 年9 月1 日，但从2021 年5 月1 日起，供应商（本地制造商、进口商）需在产
品数据库中注册产品信息。2021 年9 月1 起，零售商要在2022 年6 月1 日前对已投放市场的产品更换新标
签。从2019 年12 月25 日起，灯具上的旧版能效标签不再适用。
It shall applyfrom 1 September 2021. However, suppliers (local manufactures, importers) arerequired to register pr
oduct information in the product database from 1 May2021. And from 1 September 2021, dealers need to replace
new label for productsthat already placed on the market until 1 June 2022. From 25 December 2019, allenergy lab
els according to EU 874/2012 on luminaire shall be repealed.
